Frequency provided project management services for the delivery of the Parnell Underpass, installing a new rail underpass beside Parnell Station to facilitate platform to platform access and future planning for a new elevated pedestrian link to Heather Street. 

Frequency managed the project from concept through to detailed design, securing all statutory approvals, coordinating with KiwiRail to obtain block‑of‑line access, and overseeing the ECI procurement process to support a streamlined delivery approach. All stages were accelerated to enable construction during the 2022/2023 Christmas shutdown, with Frequency providing Project Management, Engineer to Contract and Engineer’s Representative services throughout the works.

The new underpass delivers a safer, more connected route for rail users and the surrounding community, demonstrating the value of coordinated planning and disciplined delivery within a complex live‑rail environment.
