Emma brings over two decades of experience leading portfolio and programme management initiatives across central and local government and the not-for-profit sector. She has guided the design, planning, and delivery of a wide range of projects and programmes, combining practical delivery expertise with a strong understanding of organisational strategy and governance.

Known for her collaborative approach and clear communication, Emma works closely with multi-sector and multi-stakeholder teams to align objectives, streamline processes, and ensure projects and programmes are executed effectively. Her experience spans strategic planning, business case development, contracting and procurement, and governance, enabling organisations to achieve outcomes efficiently and with confidence.

Emma is particularly engaged in the design, delivery, and operation of community facilities, including the development of sustainable funding models. She focuses on creating initiatives that support community connectedness, equitable access to quality experiences, and improved population health outcomes, making her a key contributor to Frequency’s health sector work.
